She hailed from Kodavali village in Gollaprolu Mandal of East Godavari, now Kakinada district, and presently was a member of the State Committee of the All India Progressive Women’s Association (AIPWA).
As a National Council member of the All India Agricultural and Rural Labour Association (AIARLA), she extensively led struggles of Adivasi women, land struggles, house-site struggles, struggles for pensions, and the anti-liquor movement in Kakinada and Anakapalli districts.
She played an active role in the struggle against the Kakinada Special Economic Zones (SEZs) in 2006. During the course of the struggle, she was jailed in 2007 in false cases filed by the police. She again faced imprisonment during a house-site struggle in Kothapalli Mandal.
Comrade Kakara Ratna Kumari contested the 2009 elections as the Party candidate from the Kakinada Town Assembly constituency.
